BALI’S FLASH FLOODS: A REMINDER OF INDONESIA’S CLIMATE RISK

The flash floods that struck Bali on 9–10 September 2025 are a stark warning of Indonesia’s growing exposure to climate-driven disasters. Climate patterns show intensified equatorial waves, linked to climate change, are bringing heavier rainfall to southern Indonesia. Similar conditions fueled Cyclone Seroja in 2021. This time, they triggered severe storms that overwhelmed Bali’s drainage systems, flooding entire communities.
At least nine lives have been lost, and damage assessments continue. Homes, roads, and livelihoods across three regencies have been devastated. Rapid urbanization and land conversion for tourism have stripped Bali’s natural defenses, leaving it unable to absorb heavy rainfall and increasing runoff into vulnerable areas.
At the Global Water Partnership (GWPO), we extend heartfelt condolences to the families and communities affected. This tragedy underscores the urgent need for climate-resilient water management to safeguard Indonesia’s future.

Building Integrated Readiness
Bali’s floods highlight the need for a shift from reactive response to proactive, integrated planning. GWPO advocates for Integrated Water Resources Management (IWRM) as a proven approach to climate adaptation and disaster risk reduction.
Key Priorities:
- Ecosystem Restoration: Rebuild watersheds, wetlands & mangroves for natural flood protection.
- Climate-Smart Infrastructure: Apply climate risk assessments to all major projects, especially in coastal and urban zones.
- Technology Investment: Improve real-time monitoring, forecasting & early warning systems.
- Inclusive Governance: Involve governments, communities & private actors in planning and decision-making.
- Sustainable Financing: Prioritize funding for preparedness over costly recovery.
GWPO, Global Water Partnership – Southeast Asia (GWP-SEA) and partners in the region, are working with Southeast Asian governments to implement IWRM Action Plans that link climate data, science, and community solutions for resilience.
From Reflection to Action
For policymakers, planners, and investors, Bali’s floods must be a turning point. Climate-smart water governance is no longer optional: it is essential.
Investing in ecosystems, resilient infrastructure, and integrated planning will protect lives, preserve Indonesia’s tourism economy, and strengthen communities in the face of a changing climate.
This disaster is a sobering reminder of the stakes, but also a chance to act boldly and build a safer, climate-ready future.
