WATER TRANSFER PROJECTS IN MYANMAR ,
From Bago region to Yangon region
There was a water transfer works just immediately near Bago Yoma to the southernn part of Bagaing embankment .My department had a side canal beside the Northern outside part Bagaing embankment . The canal connected to Nagabauk Chaung which flows into Sittaung river .
ID engineers constructed a multipurpose control sluice structure of many openings for drainage and water storage from the flowing channel . Drainage during monsoon and storage in summer .
Additional water was received from the irrigation tracts of Baingda , Yenwe and Kawliya dams where used surplus irrigation water were flowed into Nagabauk Chaung .
Water stored inside the Nagabauk Chaung in summer was to be released into Bago Sittaung canal and then toward again into Yangon -Mile. -Circle main canal through 4 old sluices of BS canal .
Really a master plan projects works that we were very interested for the projected and discussed with relevant person that it was a good work.
One thing that cannot do up till now was a water release Hydraulic structure to be constructed on the Bagaing embankment . Structure design was already y properly finished . No body of higher level authority interested in this kind of works in my department today and also in earlier days .
Construction materials were already piled near the site that was already chosen .
Very disappointing case for our country and for my mother department including the national level relevant authorities and governments .
It was a small scale or medium scale water transfer project between Bago region and Yan region .
Water can be transferred up to Thilawa Industrial Zone near Yangon River with all year round saline water through already constructed main canal about 1500 cusec of fresh water flow capacity located along side the Bago Khayan town toward the Khayan sluiced located beside Bago river .
A master plan work since our days in my department while I was still in service in Bago region as a director . U Htwe also involved and advised for this master plan while he was doing advisory services in those days of around year 2000.

My Dreams In The Past Really Came True Today In Myanmar .
Today I contacted my mother department ID to enquire and to verify whether the Sluice named Bagaing Water Supply Sluice was constructed or not in later days after my retirement in 2009 . One of my colleague young engineer that we are working together when he was AE and me ASE at Con 6 office where most delta works were done together with our senior advisor engineer U Htwe Myint , confirmed that the Sluice had already been constructed and completed by my another engineer that he is now the director of construction circle 6 where in old days we had constructed a lot of small and large Sluice gates and lock gates in Ayeyarwady delta .He is also my colleague junior engineer working together in the past constructed a small dam named Zarmany Inn dam in Thanhlin that he was A E and me as an EE m long time ago around 1993/94 .
I myself as a director of Bago Region where one of my job was to maintain all the hydraulic structures of dams and embankments located all around the both side of Bago Yoma in all over Bago region .
Moyingyi and Bagaing embankments were important ones in my area where water Was stored in thie Moyingyi reservoir not only for migratory birds but also for drinking water for a lot of buffalos crowds and cows of nearby villages and for agricultural use ( We had constructed proper Buffalo Pass over the Moyingyi embankment not to damage the clay soil embankment ) .
The reservoir feed the paddy lands located in the southern part of Bagaing embankment by three major outlet feeder Sluice gates located on the Moyingyi gyi embankment .About 30;000 acres were supplied water for the Paddyland agriculture in summer season .
In my ID service days around year 2000 and beyond ,the farmers whose Paddyland were located just near Bagaing embankment and outside the Reservoir and very near ,they asked me to supply water for their land in dry summer season to cultivate Paddyland like others away from the reservoir .
I granted the farmers to use the Moeyingyi reservoir for their summer paddy on condition that without disturbing our ID embankment where we regularly maintained and repaired as required .The farmers use reservoir water by piped siphon method .A good job by the farmers indeed for me .
About 500 acres of land can be supplied water for their crop and. very successful .
Before that happened , when I inspected one day on all along rhe embankment I found a pipe in the Dyke body where I studied that the farmers cut a hole in the embankment and inserted a pipe to get reservoir water where they use our ID water without any permission from us .I called nearby farmers and discussed with them and their water requirement for their paddy land nearby that they saw a lot of water inside the reservoir all year round but they cannot use it.
Later my ID engineers at Bago ID constructed small outlet structures properly on the embankment.The farmers themselves dug out fall canal for water supply to their paddy land and supply water to their summer crop. More success came into being and the irrigated area increased more than 500 acres there between Bagaing embankment and Bago Sittaung canal .
I discussed the case with my mentor senior engineer who worked in Bago in his young days ,interested in lowland drainage and agriculture and he himself was a first and foremost student of IHE ( Delft ) in the Netherlands studying delta works there in the like my later study there so earlier he was that he graduated from IHE before I joined ID later .
Then afterwards my senior advisor engineer U Htwe Myint planned a Sluice gate on the Bagaing embankment to feed water to paddy lands in southern parts of Bagaing embankment .Our inception emerged around 2000 and beyond and then afterwards proper design of the Sluice was completed and construction works finished now.
Just after my retirement from ID in 2009 , my mother department tried to construct the structure on the Bagaing embankment but not successful up till recent later years .
My junior Engineer ( formerly AE working with me ) who was now a director of my former construction circle 6 office , can start construction the Sluice and now successful completed today.
Happy ending indeed for me as a technical minded engineer .
The Sluice can be used as a buffer hydraulic structure to transfer water to ward the downstream paddy lands in Bago and Yangon Region .More than 50;000 acres of paddy were supplied by irrigated water through Bago Sittaung Canal today that I got information from my junior engineer colleagues of ID .
Now practical water transfer project became reality that I myself dreamed in my ID service in Bago Region .
Dream really came true today .
Many more works may be need to support the project to be efficiently successful .
But,usual and as always !
If I am right , one thing is certain that almost no ones like Head of the ID department ,the Director General ; the Head of our ministry ,the minister and head of the country , the notorious leader may or might not interested in our innovative water transferring works at present or in future .
Sad tales for me and for my mother country Myanmar .
